Abstract
Permendikbudristek No. 30 of 2021, issued by the Ministry of Education, Culture, Research, and Technology of the Republic of Indonesia, establishes a framework for addressing this pervasive issue in higher education. Despite three years of implementation, many universities continue to struggle with effectively managing sexual violence cases. A male-dominated system lacking a survivor-centered approach impedes the resolution of cases as envi-sioned by the university-appointed task force. The objective of this study is to investigate the challenges faced by the task forces in the Special Region of Yogyakarta in addressing sexual violence cases on their respective campuses. Using a qualitative approach, the study collected data through in-depth interviews with lecturers, administrative staff, and students serving on task forces at seven universities in the Special Region of Yogyakarta. The data were analyzed using content analysis. The findings reveal three major challenges faced by university task forces in Indonesia in addressing sexual violence. These challenges operate at both structural and individual levels and are embedded in a deeply entrenched habitus that preserves the status quo. The study concludes that there is an urgent need for a survivor-centered approach to sexual violence that is informed by a gender perspective and addresses both structural conditions and individual-level dynamics.
